A.      Responsibilities

The Technical Advisor is responsible for:

  • Integrating gender-specific approaches across project activities and all related areas that form part of the programme objectives.
  • Providing analysis, strategic advice and direction to the program & counterpart on current gender issues and opportunities to support inclusive engagement of women.
  • Providing professional advisory services in collaboration with result-areas, to counterparts (in accordance with gender reform policies & strategies) and assisting project/programme initiatives to cooperate with a broad range of stakeholders
  • Liaising through result-areas with all relevant stakeholders in the sector in the Merged-Areas and KP
  • Reporting on gender strategy / topics / approaches in line with program requirement
  • Inculcating innovation tools & approaches and knowledge management.

The Technical Advisor performs the following tasks:

B.      Tasks

1.       Advising the partner institution(s)

The Technical Advisor

  • Collaborating with the result-areas, provides technical advice to the partner, supports and mainstreams gender-specific approaches or equivalent initiatives on different levels
  • Supports the development and monitors the implementation of programme plans and activities with a special focus on gender-related aspects
  • Contributes to preparing and implementing the coordination process, joint project/programme activities and work at the regional, district and local level
  • Develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives with regards to gender approaches
  • Is responsible for the design, preparation and implementation of workshops, seminars and other events on issues connected with the project/programme’s area of activity

2.       Management of project activities and coordination

  • Develops and supports integration of gender tools & approaches in collaboration with the result areas
  • Supports the implementation of project activities by integrating gender specific topics & approaches whilst ensuring quality of deliverables & technical products
  • Identify and advise on entry points for new (context-sensitive) initiatives for the program to strengthen local capacities for gender equality.
  • Manages quality in all areas of responsibility, including products, presentations in all media, documents and publications
  • Assesses and defines capacity and needs of government institutions and NGOs
  • Manages consultant’s/consulting assignments and ensures, that the quality of the deliverables and products is aligned with programme objectivities, outcome and output, indicators (ToR, monitoring of assignments, timely delivery of products etc.)
  • Is responsible for approving and monitoring expenses for project activities in the areas of responsibility in accordance with the prevailing provisions
  • Is jointly responsible in coordination with the result-areas & partner to plan and prepare, implement, facilitate, document, monitor and communicate results of training events, workshops, forums, conferences team meetings and other project activities
  • Supports mission, offer preparation, impact monitoring, project progress review, reporting

3.       Networking and cooperation

The Technical Advisor

  • Actively fosters internal and external relationships with a range of stakeholders, including counterparts, implementing partners, etc.
  • Supports cooperation & maintains good working relationships with partners and other stakeholders in the sector, including the target groups
  • Assists with PR work
  • Communicate local interests and efforts, forward and encourages sharing ideas and information for the benefit of the project/programme;

4.       Knowledge management

The Technical Advisor

  • Develops ready-to-use strategies and technical concepts, including guidelines, manuals, tools and procedures
  • Researches relevant topics to the area of responsibility and shares target group-oriented inputs with the team, partners and other stakeholders
  • Ensures knowledge transfer to all stakeholders involved
  • Reports and presents results of the area of responsibilities to a wide range of stakeholders and contributes to various internal or donor project / programme reports

C.      Required qualifications, competences and experience

Qualification:

  • Master’s degree in gender, women’s studies, social sciences or equivalent

Professional Experience:

  • At least 5 years practical experience in a comparable position, incl. international experience and/or in the development sector
  • Experience with implementing gender mainstreaming agendas across a variety of sectors, including experience in gender mainstreaming in governmental bodies.
  • Substantive experience in gender equality and women's empowerment issues at programming level & sector level.
  • Experience in writing analytical documents and reports;

Other knowledge, additional competencies

  • Demonstrate professional competence, expert knowledge & in-depth understanding of gender concepts, laws and the implementation of gender-specific programme approaches.
  • Fluency in written and spoken English
  • Independent working, with attention to detail and ability to effectively and efficiently perform tasks, take initiative and work independently as well as committed to team work in a challenging implementation context
  • Very good working knowledge of ICT technologies
  • Excellent communication and negotiation skills
  • Availability to conduct field missions to intervention areas in the Merged Areas & KP
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
