Job Description:

General Position Summary

The Finance officer – accounting is responsible for the day-to-day management of Finance activities. S/he will be actively involved in the accounting activities, finance software, and Organization policies and procedures implementation. This position will work closely with other departments (including administration and programs) in the organization. The Finance Officer will work directly with field offices and technically report to  Finace Coordinator

Essential Job Responsibilities 

  • Timely process of all payments and enter processed payments in Navigator.
  • Prepare monthly closing documents, i.e. All offices Eagle payrolls, uploading payroll & stats JE, Severance accrual JE of all staff, amortization of lease rent, health and life insurance amortization. 
  • Coordinate with field offices for any re-classes at month-end. 
  • Coordinate with banks for all bank accounts (i.e. Confirmation for issuing of checkbooks to field offices and CO, bank statements, cheque stop request, USD conversion, etc.) 
  • Disbursement of all staff monthly salaries through straight2bank procedure. 
  • Prepare month-end financial package as per “Form 16.2, and yearend financial package. 
  • Review system entries before posting them to the GL. 
  • Close Coordination with field offices, procurement department & other relevant departments for preparing/reviewing of monthly cash flow & prepare BTR & sign from authorities.
  •  Timely disbursement of funds to the field offices, according to their approved cash flow & Bank Transfer Request (BTR).
  •  Closely oversee bank balances to ensure sufficient cash in the bank.
  •  Monthly reconciliations of balance sheet items, i.e. Employee advances, employees receivable/payable, taxes and EOBI payables, etc. 
  • Ensure monthly payments of all taxes and EOBI as per the law. 
  • Provide active support in statutory and grant audits. 
  • Support finance coordinator in preparing organization annual audit financial statement.
  •  Review of staff final settlements before payments. 
  • Actively involved with Finance Assistant in archive finance record by financial year as per FFM and guidance provided from HQ. 
  • Coordination with field offices to archive finance record and send to the country office. 
  • Involve in emergency response as an active team member from the finance department. 
  • Capacity building of field office staff on updated tax regulations and navigator-related process etc. 
  • Any other task assigned 

Supervisory Responsibility: None

 Accountability 

Reports Directly to:  Finance Coordinator 

Works Directly with:  Finance team and Operations teams

Knowledge and Experience 

  • At least 3 years of progressive financial management,accounting experience is required. The audit firm experience will be an advantange.
  • MBA/BBA/BS/Part ACCA/Part ICMA or equivalent in accounting or finance is required. 
  • At least 2 years of experience in bookkeeping, banking, or cashiering experience preferably with development sector organizations
  • Demonstrated experience and skill with Data entry, financial reporting preparation, and presentation and the proven ability to translate technical financial data into informative reports. 
  • Strong accounting skills and experience, including management of the general ledger, journal entries, payroll, payables, and balance sheet.
  • Advanced computer skills in MS Office programs, particularly MS Excel.
  • Excellent oral and written English skills are required
