Background


 


The position is vacant in ICRC’s Cooperation department which primarily manages partnership and advising on its programs with the Pakistan Red Crescent Society (PRCS). The PRCS, National Society of Pakistan, is one of the 192 national societies that combined make one Component of the global Red Cross and Red Crescent (RCRC) Movement. The ICRC works closely with the RCRC Partners working in Pakistan, for which purpose, it needs to fill this position to supplement its existing human resource in Cooperation unit. 


The position will report to the Cooperation Coordinator to support in his role as the Delegation’s focal point for implementation of ICRC cooperation objectives and activities with the Pakistan Red Crescent Society (PRCS) and other Movement Partners in Pakistan.The job holder contributes internally in promoting approaches and developing tools for coherent ICRC approach and suggests effective methodology for partnership programs with the PRCS, including on financial management.As a Cooperation in-charge for several files, the person is responsible for annual and quarterly planning and ongoing monitoring of programs, budgets, and devising team strategies for supporting an effective program implementation.From an institutional relationship and program management point of view, it is a crucial position requiring strategic thinking for shaping program strategies, along-with some excellent skills for maintaining relationships and managing partnership programs.


Main Responsibilities



  • Assist the Cooperation Coordinator in policy matters related to Movement Cooperation and coordination by developing strategic models and tools for effective partnership and program management in line with the Institution’s strategy on Movement Cooperation.

  • Contributes to providing technical support to other ICRC operational departments by promoting strategies and concepts for coherent ICRC approach and suggests effective methodology for partnership programs with the PRCS, including on the financial management.

  • Analyses and summarizes the information relevant to the operational partnership between the ICRC and PRCS, identifies gaps in the capacity and proposes solutions.

  • Responsible for the implementation of Cooperation program activities in Pakistan, the person also provides support to the PRCS on its systems development, legal basis and statutory matters. S/he maintains good understanding of reputational risks and works towards a stronger PRCS with greater and safer access to the vulnerable population in need of humanitarian assistance.

  • In consultation with the line manager, s/he will also be responsible for making program annual budgets and elaboration of quarterly plans, while also devising tools for its tracking and follow-up. Periodical reporting on institution’s digital platforms is an integral part of this task.

  • The job holder will also, in close collaboration with PRCS and other Red Cross and Red Crescent Movement Partners ensure that the support provided for institutional development and capacity building is coordinated and coherent with a focus on systems & processes strengthening in the core functions.

  • Take lead in supporting the Cooperation file-holders in department’s periodical reporting, monitoring, evaluation and analysis of implementation and progress of objectives, in addition to contributing to drafting/negotiating the partnership framework agreements and allied documents.

  •  The job holder will also assist the Line Manager in managing the team

  • Act as a focal person for cooperation’s department in absence of the coordinator.


Main Requirements



  • Minimum 6-9 years’ work experience in a field relevant to Movement Cooperation and/ or in a Humanitarian or development sector.

  • University degree in business/finance management, social sciences or in development studies, preferably with an additional qualification in managing programs and/ or strategic partnerships.

  • Proficiency in organizational development and capacity building of the institution for wider and safer outreach to the beneficiaries, thus creating greater humanitarian impact.

  • Professional experience in program management is a pre-requisite.

  • Good leadership and analytical skills, with high proficiency in partnership management.

  • Excellent command (written and spoken) of English and Urdu.

  • Very good team player, with strong skills in team management.

  • Strong computer proficiency with excellent skills in Microsoft Office tools.
